Terms of Service
These terms govern your use of the Horkos website, the free API tier, and the Python SDK. Paid 30-day Pilot and Enterprise engagements are covered by a separate signed agreement. If anything here is unclear, write to support@horkos.eu.
1. What Horkos provides
Horkos is a governance layer for AI agents. We provide an HTTP API, a Python SDK (pip install horkos-sdk), a dashboard at app.horkos.eu, and the documentation site at /docs/. Free tiers are usable subject to documented rate limits. Paid services (the 30-day Pilot and Enterprise) are governed by a separate written agreement.
2. Using the website
You may visit horkos.eu and its sub-pages freely. We ask you not to:
- Attempt to bypass rate limits, authentication, or platform-level protections.
- Run automated scrapers in a way that disrupts normal operation.
- Misrepresent your identity when contacting us or applying to the pilot.
3. Using the API and SDK
Where we offer a free tier, you may create an organisation, receive an API key, and call the gateway subject to the documented rate limits and policies. You are responsible for keeping your API key secret; treat it as a password. You agree to use the service in good faith and not to attempt to attack the infrastructure, exhaust resources, or extract data belonging to other tenants.
The audit trail your agents produce belongs to you. We do not access it for purposes outside operating the service. See the Privacy Policy for details.
4. Paid services
The 30-day Pilot and Enterprise engagements are quoted individually and governed by a separate written contract signed by both parties before work begins. The "from €15k" figure on the pilot page is a starting point — the actual price depends on the workflow's complexity and the compliance framework you target, and is agreed in writing.
Refund, cancellation and renewal terms are stated in the signed agreement and not in this page.
5. Intellectual property
The Horkos gateway, dashboard, this website and the Python SDK are our intellectual property. The Python SDK is distributed under the licence stated in its package metadata on PyPI. Your data, your audit logs, and your policy configurations remain yours.
6. Service availability and disclaimer
The free tier is provided "as is" and "as available" without any warranty, express or implied. We do not guarantee uptime, throughput, or fitness for any particular purpose for the free tier. Paid services carry the service-level commitments stated in the signed agreement.
Horkos is a governance layer — it does not absolve you of your own legal or regulatory obligations as the operator of AI systems. Under the EU AI Act, DORA, and equivalent frameworks, you remain the responsible party. Horkos helps you evidence compliance; it does not become the deployer in your stead.
7. Limitation of liability
To the maximum extent permitted by law, for the free tier our liability for any direct, indirect, incidental, or consequential damage is excluded. Paid engagements specify the applicable limits in the signed agreement.
8. Termination
You may stop using the service at any time. We may suspend or terminate accounts that breach these terms, attack the infrastructure, or violate applicable law. We give reasonable notice except where immediate action is required to protect the service or other users.
9. Governing law and jurisdiction
These terms are governed by the laws of Portugal. Disputes are subject to the courts of Lisboa, without prejudice to any mandatory consumer-protection rights you have in your country of residence within the European Union.
10. Changes
We may update these terms when the service materially changes. The "Last updated" date at the top reflects the most recent revision. For active paid customers, we notify changes by email.
